Bengal Tigers Soccer Tournament 2021

 

REGISTRATION:

Teams are required to register to participate in Bengal Tigers Soccer Tournament 2021 prior to their first game.

 

Credentials at Registration (required for all teams):
  • Copy of a team roster
  • Valid driver’s license or state ID of each player on team roster
  • Registration fee: $150.00
RULES OF COMPETITION
Rule 1: ELIGIBILITY
  • Each player must be a DC, VA or MD resident and a male descendant of a Bangladeshi parent.*
  • The competition is open to accepted teams composed of 16 or fewer players.
  • Each player must be 13 years of age or older to play.
  • Players under the age of 18 on the day of 1st game may require guardian’s permission.
  • No roster changes may be allowed after the team has been registered.
  • Player registered for one team cannot play for another team.
  • Rule 2: LAWS OF THE GAME
  • All games shall be played in accordance with the FIFA Laws except as specifically modified by these rules.*
  • Each match will be played with 8v8 players. Minimum of 7 players from each team need to be on filed to start and continue a match.
  • On field referee’s interpretation of the laws are final.
  • All free kicks are direct and a minimum of 10 yards space must be given.
  • Offside will not be called in this tournament.
  • Sliding is prohibited.
  • Goal keeper may use hand within a marked area near goal post.
  • Rule 3: TOURNAMENT FORMAT
  • Teams will be grouped in two brackets of three or four teams, depending on number of registered teams.
  • If a team is not ready to play 10 minutes after the scheduled start time, it will forfeit the game. A game forfeited will declare a 1-0 score.
  • Failure to register prior to the first scheduled game time on the day of competition may also result in forfeiture of all of your games.
  • All teams will play a minimum of 2 games.
  • All group games will play 20 minute halves, with a 5-minute break between halves. Final and Semi-final will play 25 minutes halves, with a 10-minute break between halves. Halftime may be shortened if the schedule is running behind.
  • At the end of regulation play if each of final or semi-final result is draw, penalty shoot-out will be used to determine a winner.
  • Top two teams from each group will play semi-final.
  • Teams will be awarded 3 points for a win, 1 point for a tie, and zero point for a loss.
  • A team causing a fixture to be terminated before its natural conclusion or refusal to allow play to continue, the offending team will be disqualified from the remainder of the tournament. The opponent team will be awarded 2-0 victory over forfeiting team. Winning team will be awarded victory with number of goals scored and conceded at the time of termination if the goal difference is more than 2.
  • In the event of a tie in points at the end of bracket play; the winner for advancement to Semi-Final will be determined as follows:
  •    
  • i. Zero Goal differential in group matches

  • The winner in head to head competition. (If there is a 3-team tie, proceed to the next tie breaker)
  • Greater number of goals scored in group matches.
  • If teams are still tied, then penalty shoot-outs will be used to break a tie using penalty shootout rules stated further in this document.
  • A coin toss or a lottery may be drawn to break four, three or two way ties if documented rules are not sufficient to break stalemates.*

    Rule 4: CONDUCT
  • Players, managers and spectators are expected to conduct themselves within the spirit of the laws and games. Display of offensive language, temper, or dissent is cause for ejection from the game and field of play.
  • A referee’s decision will be regarded as FINAL. A player may re-enter a game at the next stoppage in play with the referee’s permission. A player will miss the rest of a game in case he receives two YELLOW cards or a RED card.
  • The referee only may suspend play or abandon a game. If the referee abandons a game due to misconduct by players, managers, or spectators on one team, a victory will be awarded to the opposing team with the score being 1-0 unless goal differential is larger at the time of suspension.
  • The Tournament Committee reserves the right to suspend any player or team from the tournament for unruly conduct.
  • Rule 5: MERCY RULE
  • The maximum permitted goal differential in any game is 6 goals. In the interests of good sportsmanship, managers are responsible to limit one-sided scores.
  • Rule 6: SUBSTITUTIONS
  • Substitutions of players, without limit, may be made with the referees’ permission.
  • Rule 7: INCLEMENT WEATHER
  • The tournament will be played through almost any weather. In the unlikely event that final or semi-finals have to be rescheduled, the rescheduling will be made at the discretion of the Tournament Committee.*
  • A draw with score 1-1 will be awarded if a game is canceled in group stage.
    Rule 8: UNIFORMS AND EQUIPMENT
  • All players in a team are required to wear the nominally identical uniforms consisting of jersey/t shirt or pinnies.
  • Shin Guards NOT REQUIRED but strongly recommended. Players under 18 years old are required to wear shin guards.
  • All tennis shoes/ turf shoes/ soccer cleats are allowed. NO American Football and Baseball cleats.
  • Rule 9: PENALTY SHOOT-OUT
  • Goalkeeper CANNOT be changed during regulation play to defend penalty kicks. Goalkeeper may be changed at the end of regulation play to defend penalty kick shootout. Goalie can only move sideways not forward during penalty kick and shooter cannot stop after run up to kick has started.
  • 5 players from each team will take 5 penalty kicks, if tied then…..
  • 3 players from each team will take 3 penalty kicks. Players from the first group of 5 can be repeated. If still tied then…
  • Sudden death penalty kicks. 1 player from each team will take penalty kick. Players from first group of 5 or second group of 3 can be repeated but only once in sudden death shootout. Each member of the team will take penalty until a winner is determined.
  • Penalty spot is 12 yards from the goal line.

*Subject to interpretation and enforcement by the tournament committee.


    Rule 10: GENERAL
  • The Tournament Committee will not be responsible for any expenses incurred by any team if the tournament is canceled in whole or in part for any reason.
  • The organizing committee is NOT RESPONSIBLE for any injury to players or supporters.
  • If a team withdraws from the tournament after the close of registration, the committee reserves the right to determine what, if any, refund of registration fees will be made to the withdrawing team.
  • Respect sportsmanship discussed and documented in 03/07/2020 meeting between all teams.
  • Follow CDC guideline to stay safe from COVID-19. Host team may collect body temperature for each participant before a game.

We practice friendly soccer games two times a week. You must be a registered member to participate in the practice regularly. To enjoy a fun, healthy, and timely exercise during each practice, we expect each member to follow these policies:

  • Reply to the WhatsApp practice game announcement with “Yes”
  • Bring your own red and green pennies
  • Must play goalie for 10 minutes as everyone takes turn
  • Follow and respect team captain’s direction during the practice
  • Please play for your own and others safety; it is only a friendly practice game. We will not allow anyone to play dangerously that can hurt someone
  • Please show up on time for each practice
  • Must display respect, manners, and positive attitude
  • Do not post unrelated topic on the group chat
  • Must help manage soccer ball, goalie bar and clean up after practice
  • If you would like to invite your friends at the practice, you must get prior approval from management

Bengal Tigers is a Soccer Sports Organization managed and run by volunteers and the members. Members are the foundation of Bengal Tigers and therefore it is important to know the rights and obligations of the membership. The following guidelines and policies have been agreed upon by the management and the members. In order to maintain a healthy and fun environment for everyone at Bengal Tigers, we request each member to abide by these membership guidelines and policies.

Membership Benefits

As a paid member of the Bengal Tigers organization, you will enjoy the following benefits:

  • Practice soccer games with your fellow members two times a week on the Fairfax County facility turf fields. Days and times vary depending on the season when Fairfax County Athletic Department issues the permits.
  • Play for Bengal Tigers in Soccer tournaments
  • Enjoy social events (e.g. Picnic, Family Get together etc.) organized by Bengal Tigers
  • Get all Bengal Tigers news and activities from the WhatsApp group
Registration and Membership Fees

Each member must be registered with Bengal Tigers to become a member and enjoy the benefits of the organization. Registration fee is $100 per individual.

There are certain costs associated with the organization, such as, seasonal facility permit fees, soccer balls, goal posts, tournaments, etc. The annual membership fee is $100 per individual, to be paid one year after the registration. Membership is subject to termination if the annual fee is not paid on time. All members will be notified of the annual due date. If membership is terminated, you may not enjoy the benefits of the organization.

Any exception to the registration and annual membership fees must be approved by the management.

Tournament Policy

Bengal Tigers participates at various local soccer tournaments. Tournaments are competitive and as a result, teams get desperate to win causing unnecessary and undesirable circumstances. Historically, players have practiced with Bengal Tigers throughout the year only to play for another team during the tournaments. It is not fair for someone to take advantage of the benefits without giving back.
